The construction sector was finally showing signs of recovery in 2019, after registering contracting GVA since 2014, when the Car Wash Operation investigations started. The COVID-19 pandemic, which halted economic activity globally, interrupted the short-lived trend. Yet, as construction did not stop and demand for buildings continued to rise, the sector quickly recovered in the second half of 2020, a trend that continues in 2021 and will likely remain through 2022, albeit at a more moderate pace. The record-low interest rates observed between August 2020 and March 2021 are not likely to return anytime soon, but they are still reasonable and below the double-digit highs of the mid 2010s. Inflation is a more serious concern, as construction materials cost shot up in the second half of 2020 and continued to rise over the course of 2021. ​
