According to data from China Iron and Steel Association (CISA), in the third quarter of 2019, China produced 255.7mn tonnes of crude steel and 322.4mn tonnes of steel products, representing y/y increases of 3% and 11.1%, respectively. Figures from the National Bureau of Statistics (NBS) show that over this period the utilisation rate of China’s ferrous metal smelting and pressing sector’s production capacity rose to 79.4%, up by 0.7 pp from Q3 2018. The output of steel and steel products in China recorded strong y/y growth, which was mainly attributed to the more relaxed policy in iron and steel production after the curbs of 2018-2019 winter period. Then production restrictions were imposed based on the emission levels at each steel mill, allowing some well-performing steel plants to
increase their output. In the first three quarters of 2019, most of the cities of the so called “26 + 2” group in Beijing-Tianjin-Hebei area had lower PM 2.5 concentrations compared with the same period of the previous year, which reduced the pressure on iron and steel mills to reduce output. Many companies have been implementing pollution control measures, as a result of which the environment related production curbs have been relaxed.
